that's because it isn't just based on distance. it also takes into account the speed of the vehicle you're approaching. depending on how slow it is going it slows you faster or slower... i usually reduce mine to the lowest setting and change lanes as soon as the car in front is detected.
i drove a BA falcon hire car the other day and i can tell you, adaptive cruise shits all over standard cruise!!
