Same reason any of the supercars (Phase Falcons, Bathurst Monaros, E38/E49 Chargers, XU1 Toranas, A9X & L34 Toranas, etc) existed at all...the factory had to sell some to the public to be eligible to race them. They couldn't, as now, fit a special engine, box, and diff to a shell that was sort of like a car that the factory makes and race it, claiming it's a "Falcon" or "Commodore"...
