I am not across the regs for Formula Ford but we always use a machined Steel Flywheel.(unless the 1600 had a steel one)
The reason of course is that Cast ones tend to shatter with bits flying off in every direction, possibly wrecking parts of the car and injuring people. I saw one let go at Winton Raceway and 4 cars ended up with serious damage .
There other other advantages which I won't go into here in case the FF regs don't allow them.
FF 1600 regs mandate standard Ford flywheel. You can machine to minimum weight of 11.79kg for flywheel and pressure plate so you can take a few kgs off. They are still pretty hefty though which might explain why they don't shatter. Also, these cars weigh 400kg so maybe the stress on components isn't as great as with a Cortina.
