No different to someone on a push bike riding at the same speed at the end of the day.
The only difference is the cyclist wouldn't have the tow truck called and be up for 4 figures worth of fines and a court appearance where the magistrate is going to say, here is $3000 worth of fines for your 58km/h e-Scooter adventure and here is $550 for the methamphetamines

They didn't charge me for taking it to the wrong impound yard, the fighting between two towing companies over who got to keep my car for the 30 days then the 60km transfer between yards though - discount!
