Ultimately, the use of 'reactive/punitive' measures such as hidden speed cameras & unmarked police cars, is indicative of poor policing/governmental policy. They (GovCo/Police) should be leaning forward in way of using 'proactive' measures, but hey, that won't bring in the coin now will it!

Having highly visible policing be it marked police vehicles, marked speed cameras, marked red light cameras - on all traffic light intersections, really would reduce road related speeding/traffic light infractions: just wish these money hungry idiots would do something positive for a change.
