In VIC, you own the personalised plates. Cost starts at $495, and goes up to $12'000 (for Heritage plates). You don't pay an annual cost. The plates are yours to keep. And don't have to be put on a vehicle if you choose not to. If you have to return the plates because they have been deemed offensive, you loose ownership rights, the plates and your money.

I have been through a similar situation about 15 years ago. I had an AUIII XR8, and purchased custom plates 'SEXR.8'. About 18 months after they were on my XR8, I received a letter from Vicroads stating the plates have been deemed offensive and I must return them to the nearest Vicroads office.
