cruising is not illegal, however whenever you have 1 or a large group of modified cars you will attract police attention. thats nothing new.
if you're doing the right thing you've got nothing to worry about.
unfortunately due to the real hoons the rest of us who do the right thing but own modified cars get stereotyped and it sux :(
