Opticomm is a private service not owned by NBN. Your estate developer would have contracted them to provide telecommunication infrastructure for the estate. They only have a limited number of retailer suppliers you can choose to connect with as they are outside NBN and can set their own terms. The one upside with Opticomm is that your Free to Air television comes through the fibre connection so no antenna is required. People seem to have mixed results with speed depending on the estate they are in and what upgrades are needed as they grow.
