Yes that is how I see it.
It would appear the +/- setting is more for changing to a new speed limit rather than fine control. Personally I am OCD when it comes to setting the speed precisely. For example, I set the speed limiter at 83 for 80 and have to do it by pressing set when the 'needle' is at 83.
