i have an ABN and am trying to get a new small business of the ground
and as i was needing to be importing the manufacturing equipment as i cant get it here , i asked this question to the ATO
the reply was yes it is still paid then claimed back if its entitled
so off i went and bought the gear
and waited for the hold up at customs to have the GST paid before the gear was released but it never was and was told they get it from the sender

now on the other side of the coin one of the items i imported i know i did pay prier to shipment the GST and that item i was also slugged their countries taxes too and even tho we have a free trade agreement i couldnt have it remover no matter how hard i tried
