That's not how it works.
Everybody pays GST.

Then, if you run a business (or "enterprise", and subject to a threshold) you also charge and collect GST on your sales.
A bit like income tax, GST Collected - GST Paid (on claimable expenses) = GST sent to ATO.

If you buy via an eCommerce site, such as ebay, Amazon, etc, then they are obliged to collect the GST. Otherwise, your goods should be impounded as they come in and you have to pay the GST then.
A lot of small things still slip through.
