In the image below that part is called a dust cover, part number DN3242240A (obsolete also), but I am sure it plays apart in the fuel system. If you go to the wreckers you may be able to take off the top cap bit that has the flap in it. If I remember correctly they did come apart. As you can see in the image that is a separate piece but obsolete from Ford.
