The simple answer for cheap reliable cars is hail damage. Yes you cannot insure them comprehensive, but you can still get 3rd party property. Theyre not pretty, but they still work. The most reliable cheap car my brother ever bought he bought purely because it had rego. It was a 1990 import corolla sprinter. $900, but mechanically sound and clean inside, just a bit of a golf ball outside. Yes it was booring, but for a to b it was a good little car. Only ever had oil changes. And for $900, if it was crashed, it had 3rd party property, so the other persons car is covered, so who cares if the cheap one gets scrapped.
