With yours being a Suid Afrique Perana, looks like the mounts were not put in at the factory? Or someone has removed the plates somewhere along the way.
Appears you only have a thread thru 2 layers of sheet metal - justifable cause for concern. Clean some of that gunk off and see if there is a decent thick plate (3mm?) hiding underneath. You might only need to add a captive nut i.e. weld one on.
(finally worked out this thumbnails stuff....)
