Default AU2 V8 Fairlane

I have recently changed out my digital display unit and for some reason my heater valve does not receive a vacuum signal when it is needed. I took it to a Ford specialist but they could not find a reason for the problem. They stated that they checked the vacuum manifold and all is supposed to be correct.
Hopefully someone can help me with this as now it is very cold to drive anywhere.
Any and all replies will be gratefully accepted.
