Talking 1993 Telstar Ghia

I have just bought a 1993 Telstar Ghia 2l sedan. I am told by the seller that the speedo is running backwards, ie kilometers going down instead of up. Is that even possible? If it is, how do I fix it? Yeah, I know, lower is better but when it comes time for rego, RTA Is going to be asking me some questions about the speedo reading last year being lower than this year.
