Default What the hell is this thing used for???

Does anyone know what this tool is used for? It came in a tool bag I bought at auction.

It looks like some sort of hand tightened clamp bolt for something like a power drill handle. But I am guessing.

Meanwhile my next guess: Dial Gauge indicator stand mount stud perhaps.

What else was in the tool bag that it might belong to?

It a guess, but for an obvious hand tool it would only work on soft metal like copper.
