When the excise was created the governments reasoning was that it would go on roads. That is no longer the case. Some might, but they syphon the rest off.
I don't know why they aren't being held to account for this. You can't change the reasoning for bringing a tax in just because you need more revenue. Bloody pollies think they can do whatever they want.
