I am not sure what the system is in other states but in Victoria the Police and Vic Roads have their own databases. I was booked by a Police Officer for low range speeding, paid the fine and I checked my driving history a couple of years later and the demerit point never made it onto the Vic Roads Database.

Victoria Police link into the Vicroads database. They don't have their own for car related issues. Vicroads are useless. That's probably why your points never made it. You can ring them 10 times with the same question and get 10 different answers
