No, it was about crime gangs rebirthing stolen cars with a written off car's identity.

If you ever saw the Sydney auctions 10-15 years ago you would understand.
Good luck if you were a legitimate buyer back in those days, plenty of people getting threatened and bashed if they bidded on the wrong car.

Don't think manufacturers mind their cars being fixed, they make heaps of money on spare parts.
