A mate of mine has similar issues with a truck.

He can move cars if the truck or trailer doesn’t have a winch though, and it needs to be able to drive onto the tray or trailer under its own power.

Apparently, if ever inspected they can ask you to remove and put back the car, showing it can be done under own power.

He was also moving camper trailers and one stage, and a loophole he had was to use a motorised jockey wheel to get the trailers on and off. A huge hassle, but only necessary if and when inspected.
